Triggering is not programming
A trigger tool wakes up a sensor so the vehicle or scanner can read it. A programming tool writes or clones sensor IDs to programmable sensors. An OBD relearn tool writes sensor IDs into the vehicle. A diagnostic scanner may read TPMS codes and perform registration on supported vehicles.
Those are four different jobs. Match the tool to the step you are actually doing.

Full scanners are useful when TPMS is not the only job
If TPMS is the only thing you do, a dedicated TPMS tool can be better. If you also need EPB service, ABS bleed, SAS calibration, or battery registration, a full-system scanner with TPMS support may be the smarter garage purchase.
Do not overpay for a tablet if a trigger tool solves the problem. Do not underbuy a trigger tool when your vehicle needs OBD registration.

Vehicle procedure matters
Some vehicles can relearn TPMS positions by driving. Some need a trigger sequence. Some need an OBD write. Some need an OE-style workflow. Before buying, search your vehicle year and TPMS procedure, then choose the tool type.
The Scan Tool Atlas product index favors scanners that can help with several jobs, but TPMS-only buyers should still check dedicated TPMS tools when programming sensors is required.
